This position is responsible for managing and coordinating the Athletics Department’s National Collegiate Athletic Association (NCAA) compliance program. This role will assist in the strategic approach to monitoring, educating, reviewing and reporting as it relates to NCAA, Southland Conference, and institutional rules and regulations. Responsible for assisting in the creation and management of initiatives that promote institutional and departmental culture of integrity and compliance as it relates to intercollegiate athletics. Responsibilities also include the supervision of internship/graduate assistant program, assessing compliance risks, review of certification of eligibility, maintenance of rules education plan, coordinate operating functions of NCAA Bylaws with direct reports, filing NCAA and Southland Conference waivers, and assist in the reporting of violations. This position will assist with the coordination of institutional policies and procedures that have a compliance nexus.



  • Monitor all recruiting related activities in accordance to NCAA Article 13. Administer on- and off-campus recruiting monitoring, including general recruiting operations, off-campus recruiting, contact and evaluations, official and unofficial visits and telephone calls.

  • Oversee annual coaches recruiting exam. Examine all documentation according to NCAA, Southland Conference and university regulations and analyze for possible violations. Utilize ACS software to monitor recruiting activities. Approve and monitor all prospective student-athlete official and unofficial visits; including weekend visits. Monitor and approve requests for travel, budget expenditure, and reimbursement involving recruiting activities from all athletic coaches and staff. Approve and monitor institutional and non-institutional camps/clinics, including camp promotional materials and employment of student-athletes and coaches. Ensure timely submission of pre and post-camp approvals. Administer National Letter of Intent process. Provide interpretations regarding NLI rules and NCAA rules surrounding the NLI program. Prepare, review and approve NLI’s, scholarship agreements and release of prospects’ signing to media. Communicate directly with Southland Conference and NLI office on campus-specific NLI related issues.


  • Manage all aspects of initial and continuing eligibility in regards to practice, financial aid, and competition. Oversee preparation, maintenance and monitoring of NCAA, Southland Conference, and institutional student-athlete certification forms per NCAA, Southland Conference and institutional rules and regulations. Research, prepare, and submit NCAA and Southland Conference waiver requests and appeals related to NCAA legislation, incidental expense waivers, and all other requests and appeals. Oversee all aspects of communication regarding two-year and four-year college transfers.

  • Manage and perform unofficial academic evaluations for prospective student-athletes. Maintain and monitor Eligibility Center Institutional Requests Lists. Communicate with coaches, parents and prospects concerning Eligibility Center status and deficiencies; to include communications with international entities outside of normal business hours.

  • Work closely with Academic Staff on an ongoing basis regarding initial eligibility status of prospects. Manage NCAA amateurism status for both domestic and international prospects. Serve as liaison with NCAA Eligibility Center and Student –Athlete Reinstatement staff on amateurism issues. Communicate eligibility issues with appropriate Athletics and Certification staff. Submit eligibility certification forms to the Southland Conference through ACS.

  • Work closely with Director of Center for Athletic Academic Services and Registrar’s office on issues regarding eligibility certification. Manage all aspects of medical hardship process; work closely with Athletic Medical Staff to determine who may qualify for hardship waivers and to obtain medical documentation.

  • Review medical documentation to determine if additional documentation is needed to satisfy requirements set forth by NCAA and Southland Conference. Provide interpretations to staff and student-athletes regarding medical hardships. Prepare and submit other conference-administered waivers. Prepare and submit various NCAA waivers for initial eligibility; student-athlete reinstatement; legislative review subcommittee; and extension of five-year rule.

  • Work closely with Academics staff to evaluate and determine transfer eligibility. Prepare and maintain transfer paperwork for permission to contact and eligibility verification for four-year transfers. Communicate with coaches, student-athletes, staff and parents regarding transfer issues.

  • Provide interpretation regarding transfer questions in accordance with NCAA and Southland Conference rules.

Rules Education Interpretations

  • Provide interpretations and education regarding all NCAA, Southland Conference and university rules to coaching staff members, student-athletes and parents, Athletic Department support staff, alumni and boosters, prospective student-athletes and parents, community and commercial groups, campus and University personnel, and all other inquiries and requests.

  • Communicate directly with the Southland Conference and the NCAA regarding interpretive issues. Attend and participate in NCAA and Southland Conference rules education, monthly meetings and annual compliance workshops. Oversee orientation with all new coaches and staff members. Conduct rules education meetings with coaches, athletic department staff and other university departments. Coordinate and conduct student-athlete beginning-of-year, mid-year, and end-of-year rules education meetings. Create, edit and maintain rules and compliance education information.


  • Investigate, prepare documentation, and report secondary violations to the appropriate sport coach or staff member, student-athlete, Associate Athletic Director for Compliance, Athletic Director, Faculty Athletic Representative, Senior Women Administrator, Southland Conference Office, and NCAA Enforcement and/or Student-Athlete Reinstatement Staff.

Financial Aid

  • Administer all institutional and non-institutional financial aid for student-athletes. Monitor and administer off and on-campus housing limitations.

  • Manage, design and oversee athletic scholarship process for academic year and summer terms. Verify all outside scholarships and report through the institutional financial aid office. Monitor sport athletic scholarship levels to ensure compliance with NCAA guidelines and notify coaches of equivalency levels for current and future years. Manage and monitor scholarship reductions and non-renewals and coordinate reporting to Athletic Certification Office and Financial Aid Office. Manage financial aid and sport information in the NCAA Compliance Assistant Software. Oversee distribution of off-campus scholarship room and board stipends. Oversee the completion of reports for internal/external agencies and offices; create reports for specific requests. Communicate athletic scholarship elements to student athletes and parents in relation to their student bill, monthly scholarship check and book process. Provide reports to Housing to identify student athletes and their scholarship status. Provide book scholarship report to academic staff. Provide report to Payroll office of international student-athlete taxation. Provide international insurance report to international office. Distribute educational guidelines and verification forms to off-campus property owners. Work closely with on-campus housing to ensure student-athletes have assigned rooms. Maintain housing financial aid limitations.

Playing and Practice Season

  • Monitor all NCAA playing and practice season legislation and limitations. Administer each sport’s Declaration of the Playing and Practice Season calendar. Educate coaches and staff regarding all playing and practice season limitations. Endure weekly time logs from each sport are entered into ACS for monitoring of in-season and out of season daily and weekly hour limitations. Determine and monitor team and individual contest limitations. Conduct and analyze student athlete audits to verify daily and weekly hour limitations in their sport. Audit team practices on an occasional basis. Oversee completion and submission of NCAA Squad List. Oversee monitoring system for expenses provided by the institution for practice and competition. Update and maintain team travel policies and procedures. Analyze documentation associated with all competitions and vacations periods according to NCAA and Southland Conference regulations for possible violations. Provide related education and interpretations to coaches and staff. Research and prepare NCAA and Southland Conference requests and appeals.

Other Duties

  • Supervise, delegate, train & evaluate graduate assistants and/or departmental interns. Attend and participate in NCAA/Southland Conference monthly meetings (conference calls); and attend annual compliance workshops. Manage sports rosters. Distribute returning student-athlete questionnaires and student-athlete questionnaires for those with exhausted eligibility during end-of-year compliance meetings. Compile statistics for year-end report for review. Send areas of concern to Athletic Director and/or other sports or departments as necessary. Oversee student-athlete award limitations through ACS. Administer sport’s letter award winners. Administer student-athlete employment monitoring system and departmental promotional activities. Draft and send cease and letters when a student-athlete’s name or picture is used without the student-athlete’s knowledge or permission; or without prior approval from the athletic compliance office. Administer and monitor game-day complimentary pass lists for prospective student-athletes and student-athletes.

  • Perform other duties as assigned.


  • Bachelor’s Degree.

  • Three (3) years related work experience with an NCAA Division I institution.

  • Additional education may be considered as a substitution for the minimum experience requirements.

  • Intermediate skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Ability to comply with all laws, policies, rules and regulations governing the University, the NCAA, and the Southland Conference.

  • Excellent written and verbal communication skills to be able to communication effectively with students, staff, faculty, and outside vendors.

  • Exceptional administrative and organizational skills, with attention to detail and accuracy as well as a strong commitment to personal and professional growth.

Preferred Qualifications:

  • Master’s degree, in related field.

  • Three to Five (3-5) years of progressively responsible work experience in compliance at the university or conference level, or at the NCAA national office.

  • Experience using ACS Athletics management software.
